Stormwater Pollution Prevention

The County Stormwater Program oversees the areas of unincorporated Ventura County for the Federally-mandated stormwater management program. The Program implements requirements and ensures compliance under Ventura Municipal Stormwater Permit Order No. R4-2010-0108. The Program addresses activities including the development of project conditioning, construction site inspections, illicit discharge investigation and enforcement, business compliance inspection, public outreach/education, and County employee training.

Stormwater Training for new County employees, as required by the Regional Municipal Stormwater Permit, can be found by clicking the link above.

If you are an outside contractor, you can self-certify, providing you can certify you have received all applicable training to implement requirements of the Municipal Stormwater Permit and have documentation to that effect.

Illicit Discharge Reporting Hotline

Question: What is an Illicit Discharge?

Answer: An illicit discharge is any activity or event which results in a release, leak, flow, escape or the placement of any material other than rainwater (including liquids or solids) into the storm drain system. Certain exemptions exist for emergency firefighting activities, irrigation runoff, individual residential car washing, or discharges covered by a separate National Pollutant Discharge Elimination System (NPDES) permit.

  • To report an illicit discharge to the storm drain within areas of unincorporated Ventura County, please  email, call (805) 650-4064, or submit a report online (by going to the “Watershed Protection” tab and then “Illicit Discharges or Connections”).
  • To report sewage, wastewater or hazardous material discharges, please contact the Ventura County Environmental Health Division at (805) 654-2813. For after hours on-call emergency response, please call (805) 320-6244.

2011 Update to Ventura Countywide Technical Guidance Manual for Stormwater Quality Control Measures

The 2011 Update to the Ventura County Technical Guidance Manual for Stormwater Quality Control Measures was approved by the Executive Officer of the Regional Water Quality Control Board in July 2011.

The new land development requirements became effective on October 11, 2011. New Development and Redevelopment projects, which applications have not been deemed complete for processing before the effective date, will be subject to new rules if they meet Applicability Criteria defined by the Regional Water Quality Control Board.
