The National Flood Insurance Program (NFIP) establishes certain building design and construction requirements for habitable buildings (dwellings, building additions) and non-habitable buildings (garages, studios, barns, etc.) within floodplains. Requirements also apply to site grading, dredging, fill placement, mining, drilling, and temporary and permanent storage of equipment and other materials within the floodplain. Within the unincorporated Ventura County, development proposed within a floodplain requires a Floodplain Development Permit from the Public works Agency prior to the issuance of a Building Permit or Grading Permit. These requirements are set out in Title 44 Code of Federal Regulations, Sections 59 and 60, as well as in County of Ventura Floodplain Management Ordinance 4521, as amended.  Please be aware that all building and site elevations must be based on the NAVD 1988 datum.

Compliance with these requirements helps minimize the risk of flood damage to new and substantially improved/ repaired / remodeled buildings. Compliance also helps to ensure that the County’s flood protection program remains in good standing with the NFIP thereby benefitting all floodplain property owners by being able to obtain as low a flood insurance coverage premium as possible.

Incorporating all applicable flood protection requirements in your initial construction plan submittal to the County can help expedite the permit review process and avoid possible costly building design revisions later on in the process.

Nyeland Acres LOMR

Dear Property Owner,

 On August 14, 2015, the County of Ventura was successful in removing a large area of developed properties in the Nyeland Acres area from the FEMA 100-year floodplain which for this location is designated as a “Zone AO” Special Flood Hazard Area that was susceptible to flood depths of two feet.  This flooding was reduced to a “Zone X” (shaded) floodplain with the construction of the Nyeland Drain Tributary Storm Drain System.  The “Zone X” shaded floodplain is referred to as a 0.2% chance floodplain or 500-year floodplain and flood insurance is not mandatory in this zone.  On this website there are two Letter of Map Revision (LOMR) documents that FEMA has published which you can download and show to your insurance agent and lender.  We have created an exhibit to show the “Before” and “After” mapping situation to demonstrate that the Nyeland Acres area is no longer in a 100-year floodplain.

If you own property within the former “Zone AO” floodplain and have been required by your lender to maintain flood insurance for the Zone AO floodplain, you may be able to obtain a refund for one-year’s flood insurance premium.  Please discuss this opportunity and what documentation you will need with your insurance provider.

As a precaution, there is a chance for flooding and low cost flood insurance is available.  Please discuss the benefits of low cost flood insurance with your insurance provider.

Zone Determination

How to determine if your house is in a floodplain
  1. Visit FEMA’s Flood Map Service Center website: https://msc.fema.gov/portal to locate flood maps for your area.
  2. Enter your address in the box on the left side of the page to pull up a map of your area.
  3. Several options will appear at the center of the screen: View Map, Save Map and Interactive Map.
  4. The “View Map” option will take you to the official map and these maps are what organizations will use to determine your properties floodplain applicability
  5. The “Interactive Map” option utilizes a friendly interface to determine your floodplain applicability, however, not all areas are mapped digitially and you may need to refer back to the “View Map” option.
  6. Determine your Zone Classification. Any areas highlighted with a color or hatch are considerd to be within a Special Flood Hazard Area (SFHA). Any areas within a SFHA have restictions to development and a floodplain development permit may be required.
Zone Classifications
Zone C, Zone X Areas   determined to be outside 500-year floodplain determined to be outside the1% and 0.2% annual chance   floodplains.
Zone B Areas   of 500-year flood; areas of 100-year flood  with average depths of less   than 1   foot   or with drainage areas less than 1 square mile; and areas protected by levees   from   100-year flood.  An area inundated by 0.2% annual chance flooding.
Zone A         An   area inundated by 1% annual chance flooding, for which no BFEs have beendetermined.
Zone AE    An   area inundated by 1% annual chance flooding, for which BFEs have beendetermined.
Zone AH  An   area inundated by 1% annual chance flooding (usually an area of ponding),for which BFEs have been   determined; flood depths range from 1 to 3 feet.
Zone AO An   area inundated by 1% annual chance flooding (usually sheet flow on slopingterrain), for which average depths   have been determined; flood depths range from   1 to 3   feet.
Zone AR An   area inundated by flooding, for which BFEs or average depths have beendetermined.  This is an area   that was previously, and will again, be protected fromthe 1% annual chance flood by a   Federal flood protection system whose   restoration   is Federally funded and underway.
Zone A1-A30 An   area inundated by 1% annual chance flooding, for which BFEs have beendetermined.
Zone D         An   area of undetermined but possible flood hazards.
Zone VE    An   area inundated by 1% annual chance flooding with velocity hazard(wave action); BFEs have been   determined.
