Department Project Updates

COMPLETED TO DATE

  • September 11, 2024:  Construction Agreement with Toro fully executed (subsequent to the September 10th Board approval).
  • September 20, 2024:  Notice to Proceed Issued to Toro;  401 Certificate from the Regional Water Quality Control Board was received.
  • September 23rd:  Preconstruction meeting held with Toro Construction, Watershed Protection, and Engineering Services.

 

PLANNED CONSTRUCTION

  • September 24 – 27:  Establish Survey Control and Survey Layout.  Vegetation Removal and Dewatering
  • October 7 – November 15:  Debris and Soils Removal, Rough Grading
  • November 15 – 24:  Cleanup, Finish Grading
  • November 24, 2024:  Project Completion

 

SPECIAL NOTES

  1. The California Conservation Commission anticipates beginning their portion of Arundo vegetative removal on October 4.  This will compliment the County’s work on Coyote Creek.
  2. Adverse weather conditions may affect planned construction activities.

On September 10, 2024, the Public Works Agency (PWA) Director exercised his delegated emergency authority to allow PWA to procure the equipment, supplies, and services necessary to accelerate the repairs at MP 2.25 without a formal competitive bidding process. Work includes the reconstruction of the road embankment and sub-grade with grouted rock and new asphalt pavement. These repairs will allow the minimum 15-foot clearance width access for fire trucks and other heavy emergency vehicles during the upcoming fire season/rainy season. The estimated cost for the repairs at this location is $2.1 million.

On September 16, 2024, PWA solicited quotes from 4 contractors through the informal bid process set forth in the Public Contract Code to expedite this emergency work. Bids were received from 2 contractors. The responsible bidder with the lowest responsible bid was submitted by Union Engineering, Inc of Ventura, CA., in the amount of $1,679,238.

On September 24, 2024, PWA Director awarded the contract to Union Engineering. This action will be brought before your Board for ratification where PWA will also report the progress of this emergency action.

Construction is scheduled to start on September 30th, 2024, and expected to be completed by Mid-November 2024.

PWA will be placing a Changeable Message Sign on Matilija Road this week to notify residents on the upcoming construction. PWA will also provide information through social media. Local residents will have access during construction and will be notified of any additional restriction to access during construction period.

This project is only for work at MP 2.25. The remaining work on Matilija Canyon is scheduled to be completed by the end of 2025. Matilija Road will continue to remain closed to public access even after this project is completed until all the repairs on the roadway have been made.

PWA will report the status of this emergency project at every Board meeting to verify if PWA can continue with this emergency action, until the project is completed.
