You can recycle carpet and carpet pad locally by keeping it separate from any other garbage and hauling it directly to a local drop-off site:

Recycling carpet and carpet pad at this site is free, provided the load arrives in a vehicle without any other trash. Carpet should be dry and rolled.

Recycling Market Development Zone incentives could help you COMPLETE THE LOOP
Collecting and transporting recyclables is important, but the recycling loop is not complete until we make a new product from the recycled materials.
Incentives can help businesses take this important step, even for a difficult-to-recycle material such as carpet. Making a new product from carpet is especially difficult; the layers are durable and bound firmly together. However, most carpet collected for recycling in Ventura County goes to L.A. Fibers, in Vernon, California, and L.A. Fibers sells the separated P.A. 6.6 nylon fiber, PA 6 nylon fiber, polypropylene fiber, polyester fiber, and other commodities.
You are eligible for incentives if your business can make a product from these recycled commodities, or if you can make a product such as concrete stepping stones from the calcium carbonate of carpet, or if you can innovate a new use for old carpets. Reuse and source reduction (cutting the amount of waste before generation) can also result in eligibility.
With funds from the California Department of Resources Recycling and Recovery, the Ventura County Recycling Market Development Zone provides low interest loans and can help a business access grants, partnerships, and materials for manufacturing.
